‘Combine’ indeed 🙂 Now surrounded by fragmented mini-states, all of which are my vassals (with not a snowball’s chance of a successful rebellion). I even have good relations with all but two of the smaller ones, and that is being remedied via foreign aid and diplomacy. I’m also on the Galactic Council XD
